  The 2001 changes made to day care eligibility determination and payment authorization have left the department with a diminished ability to oversee clients and day care providers to verify that they're doing the work they're billing the state for. These changes have proven disastrous to families and to job accessibility. That's unacceptable -- we cannot continue with a system that provides limited ability to track where taxpayer money goes. The money we save preventing fraud can be invested back into the day care system, which will save taxpayer dollars and increase access to jobs.

	<description><![CDATA[In her remarks tonight, Governor Granholm focused on four priorities, jobs, education, health care and safe places to live and work.
  
 Jobs was the main focus of tonight's speech.  We must also take immediate steps to preserve and expand job opportunities for Michigan's citizens, by hiring Michigan workers and buying Michigan products first.  The Governor called tonight for the state to 'Hire Michigan First,' and I think she is moving in the right direction.  Getting the best value when spending taxpayer's money is important, but we must recognize that the public's interest can sometimes be better served by promoting the local economy and supporting Michigan jobs rather than outsourcing them to other states.  I recently introduced House Bill 5639, legislation that will allow schools to give a disregard up to 10% of a bid on construction costs.  This will put Michigan's workers and their families first.  Why should we pay pennies less to an out-of-state firm when there are construction and maintenance crews right here at home, poised and ready to invest in the local community?
  
 The governor also spoke about renewable fuels.  She said that Michigan gave birth to the auto industry, and we now can pave the way for the renewable energy economy.  I agree, in fact, Lenawee County has already taken the lead in moving Michigan toward being a world leader in the production of renewable energy and I am pleased to see that the rest of the state has taken our lead.

 I recently voted in support of House bill 4257, known as the Farmland Preservation bill, which will protect Michigan farms from encroaching suburban sprawl. I grew up on a small farm and I strongly believe that the family farm is a great tradition in Lenawee County and across Michigan. Development removes about 75,000 acres of Michigan farmland each year. Most of those acres come from mid-size family farms. The good news is that Michigan’s small family farms are on the rise and make up around 60 percent of farms in the state. The small farm helps local communities and it strengthens local economies. Farms deserve our support and this legislation gives our farmers and their families the tools they need to fend off the unchecked development that is all around us. We cannot allow this great tradition, of the family farm, to fall by the wayside.]]></description>

 With the arrival of winter comes the arrival of higher heating costs. The Michigan Public Service Commission said consumers can expect a 40% increase in home heating bills this winter. For low income families as well as seniors on fixed incomes, this increase is a major problem. House Democrats have introduced a package of bills that would put an emergency energy plan in place to help those families and individuals cope. The package would ban utilities from shutting off heat to homes during the winter months, provide payment assistance through emergency funds and offer incentives to help families make their homes more energy efficient. This legislation will help a great number of households this winter and in winters to come.]]></description>

Requiring shoppers to print their own price tags by linking to the same database used at the check-out will only replicate check-out errors, leaving them with no easy way to determine if they have been overcharged. Michigan’s item pricing law has protected consumers for nearly 30 years. We cannot afford to destroy the gains we’ve made by abandoning the most comprehensive consumer protection system in the nation.]]></description>

 I urge the Legislature to take immediate action on my resolution urging the State and local government to adopt alternative fuel technology into their fleets. Today, Michigan is more dependent than ever on foreign oil and it is only getting worse. We have the resources we need to reverse this trend. Bio-diesel is made from soybeans and ethanol is made from corn, both major agricultural commodities in our state. With our auto manufacturing expertise and sizable agricultural economy, Michigan is a natural place to expand fuel options for existing and future vehicles. We can and should be the world leader in developing alternative and renewable energy sources.]]></description>

 The public has the right to be informed about how the Michigan Catastrophic Claims Association calculates and sets its insurance rates. The public pays for the cost of those rates, and they should know why those rates are so high. But they will never know as long as the MCCA is allowed to escape public scrutiny. I am outraged that the citizens of this state are being continually kept in the dark on these decisions.]]></description>
